Me and my big mouth that's a tricky one.

I would say from the clothes about 1920, and European. Whoever designed it must have been involved with planes, faired wheels and wavy fenders.

French?

First guess would be a Spyker Type Aerocoque 13 30pk (1919)

Well as he built engines for Zepplin's as well as cars, I think it might be a creation of Wilhelm Maybach.
