Title: Emission stickers will be mandatory in France this year.
Post by: Grand_Fromage on January 28, 2017, 12:04:45 pm

This scheme requires vehicles to have an emissions sticker clearly visible on the windscreen. The penalty for not displaying one is an on-the-spot fine of between €68 and €135.
You have been warned!

I believe that they are only required to enter the city centres of Paris, Lyon and Grenoble.

Very good.
Excerpt from the above link:
"Windscreen stickers which show a vehicle’s emissions levels have become a legal requirement in several key French cities including Paris.
British drivers heading to the France capital are advised by the RAC that driving without a France 'clean air' sticker – which costs as little as £3.20 – makes them culpable for an on-the-spot fine of up to £117.
Drivers of non-French-registered vehicles though, have been offered a degree of leniency – given until March 31 to fully comply with the Crit’Air initiative. An English language section of the government website responsible for stickers launches on February 1.
The scheme in Paris began on January 15, while those in Lyon and Grenoble have been running since the start of the year."

What's the betting that les flics try it on enroute, or that Le Mans decides to temporarily introduce it for race week.

I've been ploughing through the legislation with my school boy French and google translate.  It seems there is an exemption/was an exemption made for classic cars (ie older than 30yrs) on the previous restrictions in Paris but I can't find any info on how that would translate to non-french registered vehicles under this new scheme.  Will no doubt have to wait and see until 1 Feb for the new website to go live to see what the options are.

I might get one just in case I have to drive someone to CdG airport...again  ;)

Had a chat with John Stevens if they would apply to the Périphérique, his view, as is mine, how could they enforce it?
Without seeing further details I think its only inside the Périphérique that it would apply.
So getting to either Paris airport would not be a problem.
We shall see when further details emerge.

To be honest, for the minimal cost, it's worth just getting and then checking if any restrictions apply in the area you're going to.  I am cpz I never quite know where we'll end up next.

1 Feb for UK ones apparently so you'll have to wait until midnight!

Sis in Law used to live in the middle of Paris and for a couple of Euros I'll get one as there is something about driving round the Arc de Triomphe if you can!

3 hours ago I started the process and have just finished.

Don't get me wrong - the website was an absolute doddle to use and the actual registering and paying took about 10 minutes...

....the killer is trying to get your registration documents scanned and down to a size of 200kb (not the 800kb it suggests on the front page) which is tiny and well below the spec of most scanners and cameras.  In the end I just copied the second page of the V5 and gave up trying to merge the whole document and just ran it through pixsizer image handling.  Oh yes - only .jpeg or .png format accepted not the standard .pdf.  Hey ho - be prepared and it'll be smooth as a smooth thing!

Now to wait for the post...or the dreaded email saying I cocked it up

1 car down - 2 to go!

Don't think I'll bother as I have no plans to drive into the centre of Paris, Lyon or Grenoble.

Update, a friend of mine has just come back from a trip through France, he states re the emissions sticker:

Quote
Just got back from a long week in France, drove around 1300 miles round trip on their soil, but had no plans to go into the city so didn't worry about it. Got stopped by the Gendarme on the way down with no mention of the sticker at all, just checked all docs/destination etc... So it would seem it really isn't a problem unless your going into Paris...

Of course we haven't reached the 1 Mar deadline to register non-French vehicles but it does seem as if there is an increased security monitoring.

Another fine mess.

According to the RAC, the stickers are currently in use in Paris, Lyon and Grenoble. - although if you have a particularly old car that does not conform to any emissions standards, you won't be eligible for a vignette and you won't be permitted to drive your vehicle during those times when restrictions are imposed.

If other towns, like the ports, join in, we have a problem.  I'll check

Its only in daytime, in their clean air zones (London has one) but does this include the periphique?  So I'd rename the campervan Dracula  ;D .  It looks like it'll spread, but I can't find anything specific.

I found this  (Looks like I'll have to leave the McLaren F1 at home)

From 1 January 2017 to 1 July 2017 (then it gets worse)

Monday to Friday 08:00 - 20:00:

All vehicles need at least Crit'Air sticker 5!
• Diesel cars must be first registered after 1 January 1997 (usually Euro 2) - Crit'Air sticker 5
• Petrol cars must be first registered after 1 January 1997 (usually Euro 2 and 3) - Crit'Air sticker 3
• Diesel light duty vans must be first registered after 1 October 1997 (usually Euro 2) - Crit'Air sticker 5
• Petrol light duty vans must be first registered after 1 October 1997 (usually Euro 2 and 3) - Crit'Air sticker 3
• Motorcycles must be first registered after 1 June 2000 (usually Euro 2) - Crit'Air sticker 4

Heavy duty vehicles are affected daily 08:00 - 20:00:
• Diesel Heavy duty vehicles must be registered after 30 September 2001 (usually Euro 3) - Crit'Air sticker 5
• Diesel Heavy duty vehicles must be registered after 30 September 2001 (usually Euro 3) - Crit'Air sticker 3

If Google Translate is right, it looks like the Periphique is exempt.

http://www.largus.fr/actualite-automobile/carte-de-la-zone-de-circulation-restreinte-zcr-a-paris-en-2017-8324385-10261939-photos.html

Rouen is considering it.  (Stickers are only needed in Crit'air zones)
Allow at least 6 weeks for the sticker
Diesels (all French cars) are Donald Ducked, so expect riots
This is all contrary to the Vienna Convention on Road Traffic
And your campervan was banned from central Paris a year ago, under the previous rules.
Scan at 100dpi in greyscale and pdf.

I've just applied for mine.

For the sake of €4.80 I'd rather be safe than sorry.

I see that the file can now be (a whopping) 400k (it was originally 200k)for uploading your registration document.  I eventually got mine down to size by only sending page 2 and setting the PDF to black & white, 96 dpi & high-compression.

So basically go through these towns at night or the weekend I guess  ;D

I wonder if it is based on the car or the engine  ???

So I have a 97 Astra (Crit'Air sticker 3) but it has a Saab turbo engine pre 97 which isnt listed so what sticker would I go for  ::) ;)

BMW is easy as its - Crit'Air sticker 5

I'm starting to lose the will to live, but I have to beat the system.  My class 4 sticker is being processed, so I shall soon be forging stickers

Crit'Air will follow the log book, so unless it has Saab Turbo in flashing neon, they'll take it as a standard Astra.  Plus its not the engine type, its the model date.  But they can't tell/don't care, so I think you'll get a 3 sticker, and I need a stiff drink  :P

And you're all safe evenings and weekends.

Sacre Bleu encore!  The sticker's arrived.

Its of no use, as when they used the system in Paris, they banned class 4 & 5, and I'm class 4.  BUT I won't get stopped by some over eager Gendarme in Rouen.

So its you destroying the planet.  Just find a pre 1960 chassis number plate and you're exempt.

I hear that whilst pre 1960 cars are exempt, everything between then and 1997 is banned from central Paris, and the other towns that adopt the system, so E-Types, XJSs, Ford Mustangs, Cortinas, Escorts and Sierras, Morris Minors, MGBs, TR4s and even Citroen DSs and 2CVs are banned, but not Tiger tanks.

Good news:  from the crit air website:

Quote
The price of the Crit'Air badge is being reduced from 1 March 2018. The price for an order shipped to metropolitan France will now be €3.62 (instead of €4.18).
For shipment abroad, the price is €3.11 plus the cost of postage
https://www.certificat-air.gouv.fr/en/ (https://www.certificat-air.gouv.fr/en/)

but:
Quote
As of January 2018, the stickers are currently in use in Paris, Lyon, Grenoble, Lille, Strasbourg and Toulouse. Between now and 2020, it is expected that some 25 areas will take part in the scheme, with the RAC anticipating Bordeaux and Rouen to join in before the end of 2018.

Paris is operating a permanent scheme that applies to every weekday (not during the night or at weekends). Grenoble also has a permanent scheme, but at the time of writing it only applies to commercial vehicles). Lyon, Lille, Strasbourg and Toulouse currently have emergency schemes, meaning they can impose restrictions on vehicles if pollution is expected to reach a particular level.

The Crit’Air initiatives applies to all cars, motorbikes and lorries and affects both French residents and foreign drivers - although if you have a particularly old car that does not conform to any emissions standards, you won't be eligible for a vignette and you won't be permitted to drive your vehicle during those times when restrictions are imposed.

It is also worth noting that the Crit'Air scheme also applies to disabled vehicle owners.

No idea since I've always cars outright - but if you have the V5 then it shouldn't be a problem.  Otherwise the leasing company will have to do some work for a whole 3.11Eu plus postage:  Bet they've never been asked that before  8)

Bordeaux has apparently voted in local laws so that they can introduce it when they need to.
But I think it will only include roads within the Rocade, or the Roulade as I call it as it is always jammed.
Paris it's just within the Peripheric.
With regard to Rouen they are likely to, but what roads will it effect?
So would Rouen exclude the lorry run through the industrial area?
Sounds illogical but the French are very good at protecting their local business'.
Anyway I've applied for both of our cars, it is very easy and costs less than a pint in the pub for each one.

This was rumoured last year.  With such a shambolic road network, its probably impossible, like the by-pass.

I've still applied for one, but I haven't seen them on cars in other parts of France.

Easy peasey!

Only problem was getting the scan of the docs down to acceptable levels, pdf was the way.

Arrived in 7 days, 2 nice level 2 yellow stickers, they match my car!
Now mounted on small perspex squares so can be popped against the windscreen if needed.

The French don't seem to bother with them, but its there JIC
