After looking up ACO's website (directly and through Google) tt seems to me that the webcam link is set up only short before the race.
Now I could not find any indication as to when it will be on this year...

The Paris area is by definition very unpredictable.

If it's sunny on Sunday, you can expect heavy traffic all around Paris.

First of all, please bare in mind that nationwide breakdown cover such as AA does not exist in France.
I double checked ACO breakdown cover. Their service does indeed not cover any repair of your car. They will arrange the towing to the next garage, and provide alternative means of transportation to go back home if your car cannot be fixed within a couple of hours.

I suggest that you write down ACO assistance tel numbers. The free phone number is 0800 08 08 24. However, it might not be reachable from a non-French mobile phone. Alternatively, you may call +33 2 43 50 50 43.

Who knows? We just rejected the European constitution last week, and we are seriously considering annexing a couple of countries to restore our colonies
More seriously, ACO showers are indeed very clean compared to all the others.

Regarding access to the grandstand (that is, without tickets), these are half empty in the evening of the Saturday and early on Sunday morning. From the ACO bar, simply ask kindly if you can go and take a look, promising that you will stay near the steps and leave as soon as requested to do so.
I have done it several times, and you can enjoy direct view on the pitlane and teams! It's worth a try... If your French is really approximate, try gesture and smile
