My son came with me this year and asked a question that I couldn't answer. Here we go.

What, if any, is the significance of the flags flying above the pit grandstand?

Cant be past winners. (Lebanese)

Can't be drivers taking part (2 Japanese flags)

Can't be teams taking part (Brazilian flag)

Surely they can't just be random flags the ACO happened to have hanging about.(no pun intended)

It's both.  Anthems are played, and flags hung above the pits, for all nationalities taking part - be they teams or drivers - in that year's race.
