Done but I do see a whole raft of problems and some tracks in the past have taken the piss with agreed running, extending hours and noise limits etc.

Will I think impact future planning for track and other noisy applications if you restrict the right to complain. It could also impact house prices in affected area if you limit the rights to complain on this basis, so could face legal challenges based upon that.

I don't think it will affect those issues. If a circuit runs out of hours or over limits, that is a different matter. All this does is stop people moving in next to a track then bleating to the council about the noise.

Will it stop people complaining when there isn't an event on.  Yes it happens.  I've heard of an example and apparently Mallory Park set a trap by telling locals when events were on, and the list included a few "dummies", and the muppets still complained.  So much of this stuff is road legal too

It's not just the UK. There was a move to close Spa Franchochamps a few years ago by locals who thought it was a bit too noisy.

I did a track day there a couple of years ago and a Ferrari was black flagged and sent home for being over the noise limit.

Presumably, the people complaining must be new comers as the track opened in 1922. How anyone could buy a house and not notice that there was a world class F1/Sports Car circuit beggars belief.  It would be like buying a house on the Mulsanne straight and then complaining!

Monza has trouble too because (like Brands Hatch) its in ancient woodland or something.  It would have been used for housing if the circuit wasn't there.  There was a petition to save the old banking a few years back too

Monza is a suburb of Milan and the track is embedded in a public park fairly near the centre of the town, that is the problem. The park also hosts the Milan Golf Club right next to the circuit. The old Monza banking in fact reduces the noise problem by reflecting it upwards.
