OK this wierd.  I cant use them from home, or at work.  Is there some thing that disables them?

Yes, in the "post" window where you write your text there is a tick box for disable smilies!

Other than that, I'm not aware of anything

OK using code works but still can't click on smilies.  Looks like I've been permanently stuck on the disable smilies option.  Can someone reset me, or something?
