'Bivouac' on the carparks - anyone have details?

Hi

I notice on ACO's website that they are having  'bivouac' tickets on Red Parking etc.  Anyone know what this involves?
 
Is it just a way of getting money off the flycampers?

As the 'Layby' campsites are in such high demand, and previously people have bought parking passes and camped in the car parks, the ACO have decided to charge you for a 'bivouac' rather than turf you off or turn a blind eye.

So, basically, the answer is Yes.
