It's Noel Edmonds https://en.wikipedia.org/wiki/Noel_Edmonds, He's a well known UK TV presenter of light entertainment programmes. The pic is from Deal or No Deal.

Other than that, I have no idea :-)

It was a great effort from his team. The bearded one could be seen in the pits most of the time during the race helping out with stuff and chatting to team members. His first car died some time during the night and the second around 7:45 on Sunday morning at Dunlop. He looked real pissed off on the screens and was almost in tears. He jumped up on to the pit wall to wave and take a bow to the spectators and blow up Mr Blobbies in the grandstand opposite. Just for a brief second I almost felt sorry for the twat.

This bloke a chef called Gary Rhodes was Noel’s buddy at the time and rustled up team grub.while looking into their pit Rhodes walked past and a small boy said “ Gary can I have your autograph please”. Rhodes shouted back “ sorry kid I don’t do autographs “ .the crowed went ballistic.rhodes obviously not used to being amongst motoracing fans looked a total c**t and f&#@d off.
