This isn't a new problem in Europe, circuits like Monza, and the Osterreichring (now the Red Bull Ring) have been fighting with the Greenies for decades.
Mercifully this hasn't been much of a problem over here, most of the active classic circuits are still in relatively remote locations (Road America, Watkins Glen, Mid-Ohio, Sebring, etc.), but I can certainly see a time in the not to distant future where it gets to be an issue. There's been a great deal of development around Road Atlanta over the past decade or so.
IMS sits right smack in the middle of a residential community (named Speedway) on the west side of Indianapolis, but that will never be touched, most of the people choose to live there because of the speedway.
