what other entertainment is there apart from the fair, also was told that the drivers parade around the circuit b4 race, is this true and what time roughly

There are 2 parade's, the big one happens friday evening in the city when all the drivers get driven around the town joined by some classics etc,
the one before the race is only along the start straight and normally kicks off around noon, it can be a bit chaotic.
There are also the national anthems where the brits normally put on a good show and the cars line up in 'old LM start formation'.
Most years there is also a support race, this could be anything from classics to very slow single seaters, this normally happens early morning after the pre race warm up at about 9 or 10 am.

You can see the pit straight parade with the GA ticket, and you can access the pitlane on the Friday morning as well.   Bags of entertainment at Le Mans other than the racing (much of it provided by many on this forum).   As well, take a look at the Help forum and have a good trawl through the posts there - you'll find a whiole bundle of useful information there.

Yes, the start straight is lined by grandstands, however in front there is general access in the form of terracing, you can get a good view from there, However it does get very busy.
You will need however be postioned beyond the 'ACO' grandstand,  the ramp from which each car carring the drivers leaves is always in front of that and they travel up the straight torwards the Dunlop bridge before turning round.
